Nether was once its own separate world, before being connected with main. Now for the last time, it is to be moved in with factions. Since factions is the only really legit survival, having the nether inventory and ranks carry over makes sense. Anyway this means now the same rules apply in the nether as factions. You may claim land, as well as grief, and your nether rack and other stuff you mine comes with you back to factions world.
Keep in mind you still don't go into the nether via portal. Just do /warp nether
